A task that fails the second question is not ready to automate. Write the rules down first; often that alone removes half the work.

Two kinds of automation

Rule-based. "When an order is paid, create the invoice and tell the warehouse." Predictable, testable, cheap to run. See business process automation.

The usual order of work

When not to automate
