A fixed price is one number for one written scope. It works when you can describe what you want well enough for someone to quote it: a website, a defined app, an integration between two named systems.
Its strength is that you can plan against the number. Its weakness is change. Anything outside the written scope is new work, so a fixed price is only as good as the scope behind it. The discovery and design stages of the WavX process exist to pin the scope down before the build starts.
With time and materials you pay for the time the team spends. It suits a product that is still finding its shape, and ongoing iteration where the priorities change from week to week.
It gives you freedom to change direction without renegotiating. In return, you take on the estimate risk, and you need a steady supply of decided work. Paying for capacity you have not prepared work for is the most common way this model becomes poor value.

A hybrid uses each model where it is strong: a fixed price for version one, where the scope is knowable, then time and materials for the changes real users ask for. Most projects fit this shape. Ask for both parts to be scoped at the start, so the second does not come as a surprise.

Can you write down what you want in enough detail to be quoted? Take the fixed price.
Will the requirements change every few weeks? Take time and materials.
Is the first version clear and the rest unknown? Take the hybrid.
